Trump and First Lady Melania Trump finished a state visit with China’s President Xi Jinping and Madame Peng Liyuan — the first Chinese presidential visit to the White House in more than a decade, and the first time a Chinese leader made two formal U.S. state visits. A same-day fact sheet said the two sides’ Board of Trade reached consensus on recommendations for more favorable tariff treatment on $30 billion of non-sensitive goods each way; China would import at least 10 million metric tons of U.S. coal in 2027 and again in 2028; and the countries set up a U.S.–China Super Intelligence dialogue plus an incident channel. The United States welcomed China’s scheduling of orphines and noted new Chinese export controls on two fentanyl precursor chemicals.

the Department of Homeland Security uses to check citizenship and immigration status, including for voter checks. The stay lasts through the appeal and any timely petition for review. Justices Jackson, Sotomayor, and Kagan dissented. The modified program, tied to a March 2025 executive order, lets agencies run bulk checks that pull Social Security records.

Fed approves Peoples Bancorp–Citizens National merger; Barr dissents on concentration

Peoples Bank may also merge with that bank and keep its branches. Governor Michael S. Barr said he did not approve: he wrote the deal would make banking in the Pikeville, Kentucky, area much more concentrated — the Herfindahl-Hirschman Index up more than 290 points to above 3,100 — and that the Board did not require the branch sales that are usual in such reviews.

Former U.S. soldier sentenced to 70 months for telecom hacking and extortion

Tampa jury convicts a Cuban national in an alien-smuggling and money-laundering case

Prosecutors said his travel agency was a front: the ring pushed thousands of Cubans toward the southern border, charged $1,500 to $40,000, filed hundreds of false Electronic System for Travel Authorization applications, and moved more than $20 million through 57 bank accounts. Texas clinic owner convicted in a $26 million military health-benefits scheme

A Fort Worth federal jury convicted Kevin D. Curry, 64, of Frisco, Texas, in a scheme that billed the military health program TRICARE more than $26 million for brain-stimulation therapy that was unnecessary or never given. Prosecutors said the scheme paid more than $5.5 million in kickbacks and that proceeds paid for luxuries, including a gold-plated Tesla Cybertruck. TRICARE paid about $17 million. The department posted the verdict on Friday, Sept. 25, and said the jury convicted him the day before. Sentencing is later. The department said he faces up to 10 years on each count.

Most private-sector workers could get a retirement plan in March; about half took part
