Trump waives the Russia tariffs Congress just passed
Legal instrument
October 16 order on the Graham Act
The President's Oct. 16, 2026 order writes down the Graham Act's tariffs, including 500 percent on Russian goods and 100 percent on the largest oil and gas buyers and on the top sanctions-evasion facilitators, then waives those duties and most of the law's new sanctions. Older Russia sanctions stay. The waiver lasts until the President or the Secretary of State decides otherwise, and the order sets no end date.
