President signs H.R. 6500 continuing resolution through Dec. 11, 2026

On Wednesday, Sept. 2, 2026, the White House said the President signed into law H.R. 6500, the Continuing Appropriations and Extensions Act, 2027. The White House briefing says the Act includes a short-term continuing resolution that provides fiscal year 2027 appropriations to Federal agencies through December 11, 2026, for continuing projects and activities of the Federal Government, and extends authorities for a broad range of programs including surface transportation and veteran programs. The House had concurred in the Senate amendments 370–48 on Sept. 1 (already on Wednesday’s File). This closes the unsigned gap noted Wednesday.

Clancy jury deadlocked a second time; returns Thursday for day 6

Associated Press reported from Plymouth, Mass., that jurors in the Lindsay Clancy murder trial went home Wednesday, Sept. 2, without a verdict after a fifth day of deliberations and after telling Judge William Sullivan a second time they could not agree whether she is criminally responsible for killing her three children. Sullivan urged them to seriously consider opposing views and reassess their positions if appropriate. The jury was expected to resume Thursday (day 6). Clancy, 36, a former labor-and-delivery nurse, does not deny strangling Cora, Dawson, and Callan (ages 5, 3, and 8 months); the defense argues postpartum psychosis; prosecutors say she knew what she was doing. Hubble tracks a new 10-sided atmospheric wave at Saturn’s south pole

On Sept. 2, 2026, NASA said recent Hubble observations revealed a giant, evolving 10-sided atmospheric wave encircling Saturn’s south pole — the first large regular-sided jet pattern observed in the southern hemisphere. Results published Wednesday in Science Advances. Feature appears similar to the long-lived northern hexagon but is distinct and may be strengthening. Lead author Agustín Sánchez-Lavega (University of the Basque Country); co-authors include Amy Simon (NASA Goddard, OPAL PI) and Michael Wong (UC Berkeley). OLC: TANF/SSI states must report known unlawfully present people across all state agencies

On Sept. 2, 2026, DOJ OPA said the Office of Legal Counsel issued a Sept. 1, 2026, legal opinion clarifying that when a state participates in TANF and SSI, all agencies within that state — not only agencies that administer those benefits — must report individuals known to be not lawfully present to DHS. OLC withdrew a 1998 opinion that had narrowed “State” to administering agencies only. Opinion applies prospectively; no retroactive penalties for past reliance on the 1998 interpretation. Chad Barclay pleads guilty to sex trafficking in Eastern District of New York

On Sept. 2, 2026, DOJ said Trinidadian foreign national and lawful permanent resident Chad Barclay, 33, pleaded guilty to sex trafficking and admitted to kidnapping six additional victims. DOJ says he admitted that on Sept. 13, 2022, he enticed a victim to his residence for commercial sex, then robbed and sexually assaulted her. The plea agreement includes a stipulation to kidnapping six additional women between 2022 and 2023. He faces a minimum of 15 years; sentence to be determined by the district court. FBI New York and NYPD investigating via the Child Exploitation and Human Trafficking Task Force. Eastern District of New York and the Criminal Division’s Human Rights and Special Prosecutions Section are prosecuting.

Raiders name Kirk Cousins Week 1 starter; Mendoza listed as backup
