Status
The proclamation was signed Oct. 22, 2026, and the text is public. It does not impose a new tariff.
President Trump signed a proclamation on Thursday telling agencies to negotiate over the security of imported wind turbines. The text sets no new tariff, and it prints no tariff rate.
The proclamation says the Commerce Secretary found that some imported turbines raise national-security concerns, including intermittent power, cybersecurity, and radar. Those findings are the Secretary's.
It tells officials to update the President within 180 days on the talks.
Why it matters (Estimate). A company buying turbines does not get a new import tax from this document. What it does get is a negotiation whose result is not known. (Estimate.)
Existing steel, aluminum, and copper tariffs stay as they are. The proclamation says it does not change those earlier tariff actions.
