Status

Treasury press release sb0667 is public. The rule is proposed. The comment date is whatever the official notice prints.
The Treasury Department on Thursday proposed rules for certain outbound investments under the . The rule is a proposal. It is not final.
Treasury's release says the COINS Act, in the fiscal 2026 defense bill, names five sectors: semiconductor technologies and microelectronics; artificial intelligence systems; quantum information technologies; high-performance computing and supercomputing; and hypersonic systems.
The Secretary added biotechnology. A separate bullet in the proposed-rule notice lists super intelligence systems. That phrase is not in the same sentence as artificial intelligence systems. This story does not treat them as the same category.
Why it matters (Estimate). A U.S. person putting money into one of those sectors abroad would have a filing duty only if a final rule says so. This document is still a proposal, and the open questions are listed with the story. (Estimate.)
Comments are due on the deadline printed in the official notice. The press release does not restate that date.
