Treasury designates the A7 Network a criminal organization

Status

Confirmed as a sanctions action (Treasury sb0644 and OFAC recent actions, Oct. 1, 2026). This is not a criminal indictment.

The same day, Treasury designated the A7 Network a significant transnational criminal organization. Treasury describes it as a Russia-tied shadow bank and links the leadership to Ilan Mironovich Shor. The Financial Crimes Enforcement Network proposed a rule on A7 Sub-Agents and issued a bank alert. The Federal Register date for that proposal is not in the Treasury note. Comments run for 30 days after the proposal is published.

Treasury posted a second Oct. 1 package, press release sb0644, on the A7 Network.

The Office of Foreign Assets Control designated the A7 Network a significant transnational criminal organization.
