Status

Confirmed (attendance and the Monday bilateral). Unverified: plenary outcomes, scheduled Tuesday.

  • Confirmed

Putin’s working visit to Kyrgyzstan for the SCO heads-of-state meeting, and the Monday Modi–Putin bilateral in Bishkek, are documented by the Kremlin and India’s MEA.

  • Unverified

Plenary outcomes and Tuesday’s schedule, including any Modi–Xi bilateral, are not documented in the sources fetched.

Xi, Putin, Modi, and Pezeshkian are in Bishkek for the SCO heads-of-state meeting. Putin met Modi on the sidelines. India’s MEA said they discussed West Asia, the Black Sea, and the safety of Indian seafarers, and that Modi reiterated that dialogue and diplomacy was the way forward.

The Kremlin announced on Aug. 28 that President Vladimir Putin would pay a working visit to Kyrgyzstan from Aug. 31 to Sept. 1 to attend the Council of Heads of State of the Shanghai Cooperation Organisation, coinciding with the SCO’s 25th anniversary. “Their coordinated positions will traditionally be enshrined in a final political declaration,” the announcement said. That declaration had not been issued when this edition closed. The plenary is Sept. 1.

On Monday in Bishkek, Putin met Indian Prime Minister Narendra Modi on the sidelines of the summit, the Kremlin said. India’s Ministry of External Affairs, in a readout carried by IANS, said the two “shared perspectives on key regional and global issues of mutual interest, including the conflicts in West Asia and the Black Sea region which have impacted maritime trade and the safety and security of Indian seafarers.” The MEA said Modi “reiterated that dialogue and diplomacy was the way forward in resolving conflicts.”

A dedicated Modi–Xi bilateral was not confirmed in the MEA material fetched. Iranian President Masoud Pezeshkian’s presence in Bishkek is part of the same summit cycle; a Pezeshkian–Putin meeting was described as scheduled for Tuesday in contemporaneous agency reporting, which this desk has not independently verified from a primary readout.

The SCO Secretariat said Secretary-General Nurlan Yermekbayev arrived in Bishkek on Aug. 30 to take part in the Council of Heads of Member States meeting. An Aug. 31 Secretariat dispatch described a meeting with the president of Laos “on the eve of” the summit. The Heads of State meeting is Sept. 1.
