Treasury sanctions Xinbi Guarantee scam marketplace

The Treasury moved against an online marketplace it says feeds cyber scams. On Sept. 9 the Office of Foreign Assets Control designated Xinbi Guarantee as a significant transnational criminal organization. It also listed SafeW Technology, in Singapore, and Anwen Technology, in Cambodia. Treasury said the marketplace has processed the equivalent of more than $24 billion since about 2022. The move was coordinated with Justice Department Scam Center Strike Force seizures the same day.

On Sept. 9 the Office of Foreign Assets Control designated Xinbi Guarantee as a significant transnational criminal organization. It also designated SafeW Technology Co., Ltd., of Singapore, and Anwen Technology Co., Ltd., of Cambodia.

Treasury said Xinbi’s marketplace has processed the equivalent of over $24 billion in digital assets and ordinary currency since about 2022, mostly in Southeast Asia.

The designations were taken under , as amended. Property of the listed parties that is in the United States, or held by a U.S. person, is blocked.

Treasury said the action was coordinated with the Justice Department’s Scam Center Strike Force, which seized infrastructure and digital-asset wallets used by Xinbi Guarantee the same day.
