On Sept. 23, 2026, the Office of Foreign Assets Control deleted from its Specially Designated Nationals list several aliases for François Olenga, listed as head of the Military House of the President in Kinshasa, and the related Safari Club leisure center. The notice is an Legal instrument Removing a name from the Specially Designated Nationals list means U.S. persons are no longer generally barred from dealing with that name under that Congo-related sanctions program.
