Fed and FDIC find no shortcomings in 15 banks’ living wills

On Sept. 29, 2026, the Federal Reserve and the Federal Deposit Insurance Corporation said 15 large banks’ plans for how they would be wound down in a crisis look acceptable. The agencies did not identify any shortcomings or deficiencies in the October 2025 filings. The banks are organizations with more than $250 billion in assets. The agencies said BNP Paribas satisfactorily addressed a shortcoming from its 2021 plan. Letters linked on the release include American Express, Barclays, BNP Paribas, Deutsche Bank, and UBS.

The joint release went out at 4:00 p.m. Eastern on Sept. 29, 2026.

The agencies reviewed 2025 resolution plans from 15 banking organizations with more than $250 billion in assets.

Their sentence: “The agencies did not identify any shortcomings or deficiencies in these resolution plan submissions.”

They said a shortcoming in BNP Paribas’s 2021 plan was satisfactorily addressed.

The release page links letters for American Express, Barclays, BNP Paribas, Deutsche Bank, and UBS.

The full list of 15 is not spelled out beyond those letters and the category of firms in the joint headline.

A resolution plan is a living will: a bank’s written plan for failure. This release is feedback on those plans. It is not a new enforcement case.
