The Federal Reserve on Friday gave the public until Nov. 4 to comment on a proposal to update

, the rule on loans a bank makes to its own executives, directors, and major shareholders. Comments had been due Oct. 5. The announcement came out at 4:00 p.m. Eastern, after Friday’s edition locked.
