Confirmed. The Federal Reserve posted the statement and the implementation note on October 28, 2026, both for release at 2:00 p.m. EDT. The press-conference page is up and has no written transcript.
  • Confirmed
The committee maintained the federal funds target range at 3-3/4 to 4 percent by a 10-2 vote.
  • Confirmed
Lisa D. Cook and Beth M. Hammack voted against the action and preferred to raise the range by 1/4 percentage point.
Two Federal Reserve officials voted on Wednesday to raise the rate banks charge one another overnight, and the other ten voted to hold it. The Federal Open Market Committee kept the target range for the federal funds rate at 3-3/4 to 4 percent.1
The statement, released at 2:00 p.m. EDT, says the committee approved the hold by a 10-2 vote. Lisa D. Cook and Beth M. Hammack preferred to raise the range by 1/4 percentage point. A dissent like theirs is a recorded vote against the action, and the statement gives them no separate explanation.1
The federal funds rate is the interest rate at which banks lend each other the balances they keep at the Federal Reserve, overnight. The committee that sets its target has twelve voting members: the seven governors, the New York Fed president, and four other Reserve Bank presidents who rotate.2
"Economic activity is expanding at a strong pace." "Inflation remains elevated." The statement says job gains have kept pace with the workforce and that the unemployment rate has changed little. It says the committee "will deliver price stability."1 The statement also says the hold is "in support of the Federal Reserve's dual mandate." The committee's own page describes its long-run goals as price stability and sustainable economic growth. It does not, on that page, define the two-word phrase in the statement.2
Why it matters (Estimate). Estimate. The rate the Fed is holding is the overnight rate banks charge each other. What a household pays on a new loan, or earns on savings, can still move for other reasons, but this decision does not push that overnight rate up or down. Two of the twelve voters wanted it higher. The statement still calls inflation elevated. The next date on the Fed's calendar for a decision is December 8-9, and Thursday morning's growth and spending-price reports were not out when this edition closed.
The same afternoon the Board of Governors voted unanimously to keep the interest rate paid on reserve balances at 3.90 percent, effective October 29. The press-conference page links the statement and the implementation note, both released at 2:00 p.m., and this desk found no written transcript there. The next meeting on the Fed's calendar is December 8-9, marked for a Summary of Economic Projections.3

Cook under Board of Governors and Beth M. Hammack under Cleveland. “The federal funds rate is the interest rate at which depository institutions lend balances at the Federal Reserve to other depository institutions overnight.” The page says the committee's long-run goals are “price stability and sustainable economic growth.” The statement's phrase is “in support of the Federal Reserve's dual mandate.” This desk did not open a statute that defines that phrase.

What is still unknown or disputed

  • Any written reason from Cook or Hammack beyond the preference for a quarter-point increase. No separate dissent statement was on the pages opened.
  • What was said at the press conference. The page has a video player and no transcript this desk could read.
  • Whether the October meeting confirmed the December 8-9 dates. The calendars page, last updated October 28, 2026, still lists them and says each date is tentative until confirmed at the preceding meeting.
  • Thursday's gross domestic product and Personal Income and Outlays figures. Those releases were still ahead at edition time.
