Four noncitizens charged with election-related crimes in Pennsylvania, Justice Department says

On Sept. 24, 2026, the Justice Department said four noncitizens — including two people it described as unlawfully present — were charged in the Eastern District of Pennsylvania with election-related crimes. The U.S. Attorney’s office named Cliff Sanon (fraudulent voter registration application), Dilea Ochoa-Perez (two counts of voting as a noncitizen), and Sade Guppy and Eduardo Gallardo Maldonado (each one count of voting as a noncitizen). Charges are accusations; the defendants are presumed innocent unless proven guilty. Homeland Security Investigations investigated.
On Sept. 24, 2026, United States Attorney David Metcalf said four noncitizens were charged in the Eastern District of Pennsylvania with election-related crimes. The department said two of them were unlawfully present.
Cliff Sanon, 39 (Haiti), was charged by criminal complaint with one count of submitting a fraudulent voter registration application.
Dilea Ochoa-Perez (Mexico) was charged by information with two counts of voting as a noncitizen, for 2022 and 2024.
Sade Guppy, a lawful permanent resident (Trinidad and Tobago), and Eduardo Gallardo Maldonado, a lawful permanent resident (Mexico), were each charged by information with one count of voting as a noncitizen.
Homeland Security Investigations investigated.
Charges are accusations. The defendants are presumed innocent unless proven guilty.
