Status

Interim Chief Jeffery Carroll's briefing, which this pass watched, is the account of the fight, who fired, the wounds, and the arrest. He gave no names and announced no charge, and no National Guard or Joint Task Force-DC statement was found, so this stays Partially confirmed.
  • Confirmed
At 1:30 a.m. ET Monday, D.C. police posted that they were investigating a shooting in the 400 block of 8th Street SE involving a National Guardsman.
  • Confirmed
On the department's video, Chief Carroll said a man in the fight started shooting and Guard members fired.
  • Partially confirmed
In the chief's opening, the man pointed the gun at the Guard members; in his summary, the man fired a round at them. No Guard statement was found.
Late Sunday on a residential street on Capitol Hill, a few blocks from the Capitol, a man in a street fight fired at National Guard members, and they fired back, Interim Police Chief Jeffery Carroll said in his summary of the night.1 A Guard member was hit in the leg, and the man was hit in the abdomen, and both are expected to survive. The man is under arrest, and police have not announced a charge.
About 11:10 p.m. ET, Carroll said, the Guard members were on that block, watching people on the sidewalk from a van, when a fight broke out and they stepped out to stop it. A man in the fight pulled a gun and started shooting, and they told him to put it down. In the account Carroll gave first, the man pointed the gun at the Guard members and they fired. A few minutes later, his summary was different: the man fired a round at the Guard members and they fired back. The man ran off the sidewalk into an alley and fired at the Guard members again.2
A reporter named the wounds, and Carroll confirmed them: neither injury was life-threatening, and both people were taken to hospitals. The man under arrest is the one involved in the shooting. Investigators are not done, and a charge could still follow if they find an assault.3 They do not have another suspect in the shooting. Other people who were in the fight left, and police want to talk to them. Which Guard member's shot hit the man is not known, and there was no further threat to people nearby.2
Why it matters (Estimate). Guard troops are in Washington because President Trump ordered the D.C. National Guard onto active duty in August 2025, and he said that duty lasts until he decides law and order has been restored.4 Last month the Army said soldiers from Louisiana were still on their way to Washington to support D.C. police, the D.C. National Guard, and Joint Task Force-DC on the D.C. Safe and Beautiful mission.5 Sunday night is what that presence looks like on a neighborhood street: Troops stepped into a fight, and this desk did not find a National Guard or Joint Task Force-DC account of the shots.6
A firehouse stands beside the block. The chief said D.C. Fire and EMS came out of it and started giving aid to the Guard member and to the man.2

Notes

  1. 1.D.C. police post, 1:30 a.m. ET Monday, Oct. 19, 2026: "MPD is investigating a shooting in the 400 block of 8th Street SE involving a National Guardsman. Interim Police Chief Jeffery Carroll is speaking to media outlets on scene in 20 minutes." The post is timestamped 5:30 a.m. UTC, which is 1:30 a.m. Eastern. The exact block is the department's. "A residential street on Capitol Hill, a few blocks from the Capitol" is this desk's plain description of that block, not a phrase in the post. https://x.com/DCPoliceDept/status/2112053632694931878 An MPD crime alert, printed as 11:32 p.m. Sunday, Oct. 18, said units were investigating a shooting in the 400 block of 8th Street SE and that there was no lookout. The alert page does not print a time zone. The District is on Eastern time. Event I20260493117. https://trainingtrack.hsema.dc.gov/NRssV2/RssFeed/AlertDetails/65616 The department's newsroom, opened for this rewrite, had no written release on the shooting. The newest item on the first page was dated Oct. 17. https://mpdc.dc.gov/newsroom
  2. 2.Chief Carroll's briefing is the video D.C. police posted at 2:45 a.m. ET Monday, captioned "VIDEO UPDATE: Chief Carroll gives details on what happened." The post is timestamped 6:45 a.m. UTC. This pass watched the video. He introduced himself as "Jeff Carroll, Interim Chief of Police." He said, "At approximately 11:10 p.m. yesterday evening, members of the National Guard were here in the 400 block of 8th Street Southeast, monitoring some individuals that were on the sidewalk when they observed a fight break out." He did not say Eastern. He was speaking on the block in Washington. The "ET" in the story is ours. He said the Guard members exited their vehicle to try to stop the fight when they heard gunshots, that people in the fight had pulled out a firearm and began shooting, and that Guard members gave commands to that individual to put down the gun. In that opening he said the man "pointed the weapon towards National Guard members, who returned fire." In his summary he said the Guard members told the man to drop the firearm, "He discharged a round at the National Guard members who returned fire at that suspect," and "The suspect was placed under arrest." The words "a round" are this desk's hearing of the recording. A machine transcript wrote the homophone "around." On the alley he said the man "ran into the alley where he discharged again at the National Guard." He said approximately seven or eight Guard members were in the van, and that three members of the National Guard discharged firearms, and "which one specifically struck the suspect in this case, we don't know at this point." Those counts stay in this note. He said internal affairs and the criminal investigations division were on the scene, there was no further threat to the community, and witnesses can call 202-727-9099 or text 50411. On what started the fight, he said the preliminary information was a fight between people who had been inside one of the establishments earlier in the evening, and that the exact details were not known. He did not name the establishment. On the firehouse he said there is one right beside the area, and that D.C. Fire and EMS personnel came out and immediately gave aid to the man and the Guard member. He did not mention ambulances. https://x.com/DCPoliceDept/status/2112072633630212106
  3. 3.A reporter offered "leg" for the Guard member and "abdomen" for the man. Carroll said, "Yes, that's correct," and then, "they are both expected to survive, non-life-threatening injuries." On the arrest he said, "we've got to go through the full investigation. There could be charges related to that if there's an assault or things like that. But the shooting at this point, we know the individual that we have in custody is the one who's involved in the actual shooting." An arrest is not a filed charge. No charge has been announced. Charges are allegations. A person under arrest is presumed innocent.
  4. 4.White House memorandum, Aug. 11, 2025, "Restoring Law and Order in the District of Columbia": "I direct the Secretary of Defense to mobilize the District of Columbia National Guard and order members to active service, in such numbers as he deems necessary, to address the epidemic of crime in our Nation's capital. The mobilization and duration of duty shall remain in effect until I determine that conditions of law and order have been restored in the District of Columbia." The memorandum also tells the Secretary of Defense to coordinate with state governors and authorize additional National Guard members as he deems necessary. https://www.whitehouse.gov/presidential-actions/2025/08/restoring-law-and-order-in-the-district-of-columbia/
  5. 5.U.S. Army, Sept. 29, 2026, "Louisiana Guard's Task Force Pelican mobilizes for D.C. mission": "More than 60 Louisiana National Guard Soldiers departed Louisiana this weekend for Washington, D.C., where they will support the District of Columbia National Guard, Metropolitan Police Department and other law enforcement agencies as part of Joint Task Force – District of Columbia and the D.C. Safe and Beautiful mission." The count is the Army's. This story does not use it above. Photo captions on the page date the departure Sept. 27, 2026. https://www.army.mil/article/295818/louisiana_guards_task_force_pelican_mobilizes_for_d_c_mission
  6. 6.Still unconfirmed, and not stated as fact above: the man's name and the wounded Guard member's name; any charge; whether the Guard members were on duty; their unit and their state; which Guard member's shot hit the man; and what started the fight. Carroll did not say those things. This desk also found no statement on the shooting from the D.C. National Guard, the National Guard Bureau, or Joint Task Force-DC. Searches of army.mil and nationalguard.mil on Oct. 19 surfaced the September deployment story and older task-force remarks, not an account of Sunday night. The D.C. National Guard news page returned access denied when this desk opened it, so a statement posted only there would have been missed. https://dc.ng.mil/Public-Affairs/News-Release/
